Meta Business Portfolio Verification in 2026: The Exact Documents Meta Accepts (And the Ones That Get Rejected)

A country-by-country checklist of the exact documents Meta accepts for Business Portfolio verification in 2026 — for Egypt, Saudi Arabia, UAE, US, UK, and India. Includes the specific naming, formatting, and date-freshness rules that cause silent rejections nobody explains.

Meta Business Portfolio verification is the gatekeeper for almost every serious Meta feature — WhatsApp Business API, Instagram Messaging, Facebook Shops, Ads Manager over $10K/month spend. And it is rejected constantly for reasons that have nothing to do with the legitimacy of the business, because Meta's document review is checklist-driven and unforgiving.

This guide is the country-specific document checklist that Meta's own help centre refuses to make explicit. It is based on documented approvals across Egypt, Saudi Arabia, UAE, US, UK, and India in 2025-2026.

What Meta actually verifies

Business Portfolio verification is Meta's way of confirming three things:

  1. The legal entity exists — proven by a government-issued business registration document.
  2. The entity has a physical address — proven by a utility bill, bank statement, or lease agreement dated within the last 90 days.
  3. You control the entity — proven by matching the domain email on the Meta admin account to the domain listed on the business documents, or by manual review of an authorisation letter.

All three checks must pass. Miss any one and the whole submission is rejected — but Meta only tells you which check failed in vague terms like "documents do not match business information."

Universal rules that apply everywhere

Regardless of country, these rules apply and violations trigger silent rejections:

  • Business name must match character-for-character across every document. "Sarah Ahmed Trading Ltd" and "Sarah Ahmad Trading Limited" are different names to Meta's classifier.
  • Address must match character-for-character between the registration document and the utility bill. "Street" vs "St." vs "St" is enough to trigger rejection.
  • Documents must be PDFs, not photos. Photos of documents are auto-flagged for manual review and rejected 40% more often than clean PDFs.
  • Documents must be in a language Meta supports directly or accompanied by a certified English translation. Meta supports Arabic, Spanish, French, German, Portuguese, and about 15 other languages natively; anything else needs translation.
  • Utility bill / bank statement must be dated within the last 90 days. Meta's classifier reads the date on the document. A 4-month-old bill is a rejection even if the business is 10 years old.
  • Domain on the admin email must match the website of the business. If you submit "[email protected]" as the admin email for "Sarah's Cosmetics Ltd", the domain-mismatch flag fires immediately. Always create a business email ([email protected]) first.

Egypt: the exact documents

  • Commercial registry extract (السجل التجاري) — full extract from the Egyptian Commercial Registry, less than 12 months old. Meta accepts both the printed version stamped by the registry and the digital version downloaded from the online portal.
  • Tax card (البطاقة الضريبية) — optional but strongly recommended as a secondary document. Add it to the "additional documents" upload slot.
  • Utility bill — electricity, water, or gas bill in the business name (not the founder's personal name). If the utility bill is in the founder's name because the business rents an apartment or shared space, submit the lease agreement alongside a personal utility bill and an authorisation letter.
  • Website — must clearly show the business name (in English and Arabic ideally), a working contact form or WhatsApp link, and a privacy policy. Landing pages on Notion or Google Sites get rejected.

The most common Egyptian rejection is the utility bill being in a personal name rather than the business name. If this is your situation, do not try to submit the personal bill alone — it will be rejected. Instead, submit the lease + personal bill + a short authorisation letter (in Arabic and English) stating that the business operates from this address with permission of the personal account holder.

Saudi Arabia: the exact documents

  • Commercial Registration (السجل التجاري) from the Ministry of Commerce, less than 12 months old.
  • National Address Certificate (شهادة العنوان الوطني) — proves the physical address of the business. This is the Saudi equivalent of a utility bill for Meta purposes and is required if the utility bill is not in the business name.
  • VAT registration certificate — if the business is VAT-registered, include the certificate as a secondary document.
  • Bank statement in the business name, less than 90 days old.

Saudi verifications tend to move faster than most other markets because Meta has direct integrations with several Saudi government databases. Approvals often come back in 48 hours if documents are clean.

UAE: the exact documents

  • Trade License — issued by the DED, Dubai Economy, or the free-zone authority (JAFZA, DMCC, ADGM, etc.). Must be the current year's license, not last year's.
  • Establishment Card / Ejari — proof of physical presence (Ejari for Dubai, similar equivalents in other emirates). Meta accepts free-zone establishment certificates in lieu of Ejari for free-zone companies.
  • Bank statement or utility bill in the business name, less than 90 days old.

Free-zone companies sometimes get flagged because the address on the Trade License is the free zone authority's address rather than a physical office. If this happens, submit the Establishment Card and, if available, the physical office lease agreement, along with a short cover letter explaining the free-zone setup.

United States: the exact documents

  • State-issued business registration — Certificate of Formation for LLCs, Certificate of Incorporation for corporations. Sole proprietors need a DBA filing from the county.
  • EIN letter from the IRS — accepted as secondary proof of business identity.
  • Utility bill, bank statement, or business insurance certificate in the business name.

US rejections most often cite address mismatches because state registration documents often list a registered agent's address (usually a law firm) rather than the operating address of the business. If your registered agent address differs from your actual office address, submit the state registration alongside a utility bill for your actual office, plus a short cover letter clarifying the two addresses.

United Kingdom: the exact documents

  • Certificate of Incorporation from Companies House — for limited companies. Sole traders need HMRC self-employment registration confirmation.
  • Companies House confirmation statement — filed within the last 12 months.
  • Utility bill or bank statement in the business name.

UK verifications are among the smoothest globally because Meta reads Companies House data directly. Approvals often clear within 24 hours if the company name and registration number on your submission exactly match the Companies House record.

India: the exact documents

  • Certificate of Incorporation (Private Limited) or MSME registration for smaller entities.
  • PAN card of the business entity (not the founder's personal PAN).
  • GST registration certificate — strongly recommended, considered near-mandatory in practice even though not officially required.
  • Utility bill or lease agreement for the business address, less than 90 days old.

The most common Indian rejection is submitting a founder's personal PAN instead of the business PAN. These are two different documents; make sure you have the business entity PAN before submitting.

What to do after a rejection

Meta rejections are frustratingly vague. When you get one:

  1. Do not immediately resubmit the same documents. The third auto-rejection can lock the Business Portfolio for 30 days.
  2. Compare every field character-by-character across all documents. Note down every mismatch — case, punctuation, spacing, everything.
  3. Re-scan documents as clean PDFs — from the original file if possible, or via a proper scanner. Not phone photos.
  4. Add a cover letter explaining anything that might look ambiguous (registered agent vs office address, free-zone vs mainland, personal-name utility bill on business address, etc.).
  5. Contact Meta Business Support directly after the second rejection. Go to Meta Business Suite → Help → Contact Support → Business Verification. Human review takes 3-5 days but is more reliable than another auto-submission round.

How long verification actually takes

For a first-time submission with clean documents and matching fields:

  • Fastest markets (UK, Saudi Arabia, Singapore): 24-48 hours.
  • Medium markets (US, UAE, most of Europe): 3-5 business days.
  • Slower markets (Egypt, India, most of Africa and Latin America): 5-10 business days.
  • With one rejection: add 5-10 business days per rejection.

Realistic total for a founder submitting for the first time: 2-4 weeks. If you cannot afford that timeline, the fastest legal workaround is managed onboarding through an already-verified provider — you skip the Business Portfolio verification entirely and rely on the provider's verified app.

Bottom line

Meta Business Portfolio verification is not hard because the business is complicated — it is hard because Meta's classifier is unforgiving about naming and address consistency. Get the character-for-character matching right, use PDFs not photos, submit less-than-90-day-old utility bills, and use a business email domain, and most submissions clear on the first try.
