The one thing to understand first: WhatsApp pricing has three layers

Almost every confusing article on WhatsApp API pricing collapses three fundamentally different cost layers into one number. They are:

  1. Meta conversation fees — what Meta itself charges per conversation (which is a 24-hour messaging window with a specific user), varies by country and category.
  2. BSP or Cloud API markup — what your Business Solution Provider (WATI, 360dialog, Twilio) or Meta Cloud API charges on top for the pipes.
  3. Software subscription fee — what the actual inbox / chatbot / broadcast tool charges per seat or per contact.

Get these three straight and the pricing suddenly makes sense. Confuse them and you will always feel like you are being overcharged.

Layer 1: Meta\'s conversation fees (2026 rates)

As of the March 2026 update, Meta charges per conversation (24-hour messaging session with a user), categorised into four types with different price points:

Three important nuances that trip up most first-time buyers:

  • Service conversations are free. If a customer sends you a message and you respond within 24 hours, that entire back-and-forth is a free Service conversation. This is why customer-support-heavy usage barely moves your Meta bill — most of your traffic falls into this free category.
  • You are charged once per 24-hour window per user per category. Not per message. If you send 50 messages to the same customer in a single Utility conversation, you pay for one conversation, not fifty.
  • Country of the recipient determines the price, not your country. A Cairo-based store messaging a customer in the UAE pays UAE rates.
